I have a few established hebe shrubs that have suffered frost damage over this cold winter. Is it ok to prune the damaged branches now? There are lots of buds along the stems forming, so all hope is not lost yet!

It would be best to prune your hebe after the risk of frost has passed so that you don't damage any of the new growth.
